If you mentioned, I could answer you more specifically. Because, some traffic software require proxies IP. If you do not insert it, that will not start. I think you must to contract with seller to know what is issue going on for your purchased software. If they able to fix, That is fine. Either you can ask for refund or reject order and request to mutual cancelation. Or, if seller do not responsive, contact with help desk, they should assist to you.
