Some people on instagram are actually pretty dumb about it because they'll post something like "This is my second account, please follow!" and then they'll link to it lol. I'm not sure if having multiple accounts on instagram is against their Terms Of Service or not, but if it it, I can see these types of account getting banned pretty quick.
If you can actually build up these profiles to get over 10,000 real followers or members then you can definitely make some money off of it. I know there are people who have 1mil+ followers and they sell a single post for $5,000+ so if you were to build something up that large and begin to get sales like that from advertisers I'm sure you could sell it for a pretty high price. You'd have to prove your income through the profile before anyone would even think of buying it because no one wants to invest a ton of money into a venture if there is no chance of profiting.
In legal terms, I guess it really depends on how you look at it. You're not actually selling something you own, so can you can you claim it and sell it for your own gains? I know there are people out there selling social media accounts, but I'm not 100% of how legal it is. But if they ink on the check is dry and the deposit goes through, then you don't really have to worry about much
